USAID is specifically trying to understand the capabilities of these local entities, either as potential prime implementers or as key members of consortia, for the anticipated activity.

The envisioned goal of the potential activity is to strengthen public service delivery and citizen-centered governance at the level of Local Self Governments (LSGs). USAID signals that reaching this goal will likely require work across three main result areas. First, improving delivery of citizen-prioritized services by strengthening LSG capacity to plan, oversee, and implement services; supporting LSG efforts tied to local economic development; and improving LSG ability to finance service delivery. Second, deepening citizen engagement in LSG decision-making by increasing citizen participation in service planning and implementation, expanding citizen oversight of municipal budget formulation and execution, and strengthening accountability mechanisms that allow citizens to hold local authorities responsible. Third, broadening and institutionalizing citizen-centered governance approaches by scaling up proven best practices in municipal governance and service delivery, building sustainable mechanisms for collective advocacy of LSG priorities at the national level, and supporting regulatory, legislative, and territorial reforms that increase local government independence and effectiveness.

The activity is framed as aligned with Kyrgyz government priorities, particularly the national initiative on regional development and the Program for Development of Local Self Government 2018-2023. It is also intended to build on prior USAID programming, specifically the USAID Community and Municipal Governance Initiative (CAMI). USAID anticipates implementation in up to 50 municipalities nationwide, while also engaging national-level governmental and non-governmental stakeholders such as the Union of LSGs and the State Agency for Local Government and Interethnic Relations, among others. In other words, the program is expected to blend municipal-level support with policy and coordination work that connects local realities to national systems and reforms.

For submission requirements, organizations are asked to complete an attached template (referenced in the notice) covering three broad categories: organizational integrity, organizational capacity, and past performance. The response must be submitted electronically and is capped at five pages total including annexes; if an organization submits more than five pages, USAID will accept the file but will not review any content after page five. USAID specifically requests that organizations do not include supporting documents at this stage (for example letters of support, recommendation letters, registration paperwork, internal control documents, or banking details). The intent is to keep the RFI response focused on concise capability information rather than full compliance documentation.

Within the template, USAID asks about organizational structure, including legal standing/charter, key personnel, and management arrangements. It also asks about organizational capacity, such as staff expertise and resources relevant to the work; the size of current and prior budgets or funding managed; and whether the organization has key internal systems in place (for example written policies for personnel, finance, and procurement, and whether audits have been conducted). The past performance section is detailed and targets experience that matches the three technical pillars of the anticipated activity: building LSG capacity for service delivery planning, oversight, implementation, and financing; strengthening local economic development enabling conditions; promoting citizen engagement and participation (including support to local councils); improving accountability tools and budget transparency/oversight; scaling successful governance approaches; advocating for LSG needs; supporting policy or regulatory reforms; and conducting analytical work such as assessments, studies, or evaluations in local governance. Respondents may submit up to three analytical publications as part of their response. USAID is also interested in experience managing subgrants or contracts (especially where the organization provides technical input), conducting public outreach and feedback mechanisms (including social media), and working in consortia as either a prime or subrecipient.
