Across these activity types, the key test is whether the work supports the Embassy’s strategic mission goals in the UK and contributes to sustained, constructive U.S.-UK relationships.
Operationally, the implementer is expected to build the entire small grants “engine” and keep it running: consult with Embassy grants staff on best practices, design the program in line with the Embassy’s priorities, create and widely publicize an application process, and provide information sessions or coaching so potential applicants understand how to apply. The implementer must also convene a diverse review committee that includes higher-education expertise, run a merit-based selection process that also accounts for geographic and thematic balance, and then seek Embassy concurrence on the final set of awards. After awards are made, the implementer handles the appropriate funding mechanisms (issuing grants or payments), manages reporting requirements for each small grant, tracks performance and results, and submits quarterly updates to the Embassy that include program progress and budget reporting.
Logistics are also part of the job when travel or exchanges are included. The implementer may need to arrange travel for U.S. participants coming to the UK and for UK participants traveling to the United States, following U.S. government travel rules. In addition to managing subgrants, the implementer is expected to function as an ongoing hub of knowledge and coordination for American Studies efforts in the UK, serving as a primary point of contact and information source for relevant programs and stakeholders.
