Opportunity Information: Apply for PD SEOUL FY25 05
Promoting U.S. Space Leadership and International Cooperation (Funding Opportunity Number PD-SEOUL-FY25-05) is a U.S. Embassy Seoul public diplomacy grant aimed at strengthening U.S.-ROK cooperation on emerging space issues while reinforcing understanding and support for U.S. national space policies and programs in South Korea. Funded through FY25 Smith-Mundt Public Diplomacy funds under CFDA 19.040, the opportunity makes up to $100,000 available for a single award, contingent on funding availability. The application deadline is Tuesday, September 2, 2025 at 11:59 p.m. Korea time (GMT+9), and applications must be submitted by email to SeoulPDGrants@state.gov. The award instrument is a cooperative agreement, which signals that the U.S. Embassy in Seoul will play an active, hands-on role during planning and implementation rather than acting only as a passive funder.
Eligibility is limited to Republic of Korea organizations. This includes not-for-profit organizations (such as think tanks and NGOs), public or private educational institutions, and public international organizations and governmental institutions based in Korea. Proposals are expected to show that the applicant can credibly run a program that spans both the ROK and the United States, including clear evidence of prior experience managing similar exchanges, convenings, or policy programs involving U.S. partners. A core requirement is a clear American element, meaning meaningful participation by U.S. experts, institutions, or organizations rather than a purely Korea-only event.
At the center of the project is a jointly designed tabletop exercise that brings together space-related stakeholders from multiple fields to pressure-test policy and legal approaches against realistic future scenarios. The program plans to convene roughly 30 Korean experts across sectors, alongside 3 to 4 American interlocutors. The target participant mix is intentionally broad: think-tank researchers; professors focused on political science and foreign policy; scientists and engineers; legal professionals and other legal experts (including lawmakers or their staff); policymakers such as government officials and policy advisors; businesspeople from relevant industries; and journalists. The tabletop itself is envisioned as a 1 to 2 day exercise focused on narrowing down feasible space-related challenge scenarios and grappling with how international space law and norms may need to evolve as space becomes more commercialized and strategically contested.
The opportunity is framed around a specific policy problem: the growing gap between the speed of space commercialization and the relatively outdated or incomplete international legal and normative frameworks that govern behavior, responsibility, and potential resource-related disputes beyond Earth. Organizers are expected to structure the program so that, before the exercise begins, selected interlocutors provide substantive briefings or presentations on topics such as responsible space behavior, geopolitical threats, relevant legal frameworks, and key technological developments. Participants then collaboratively develop and analyze a complex scenario that reflects current and future risks, with the goal of producing practical, forward-looking recommendations that can help "futureproof" U.S. and ROK policy approaches. These outputs are intended to be more than academic discussion; they are meant to inform strategies and decision-making in both countries.
A notable design feature is the balance between candid expert discussion and public-facing outreach. The tabletop exercise portion is intended to be off-the-record to encourage frank conversation and problem-solving across political, technical, and legal lines. At the end of the program, however, organizers are expected to hold an open session for the public and media where key results and findings are presented. This public component supports one of the program's explicit public diplomacy goals: raising awareness and shaping the broader Korean discourse on space in a way that is more aligned with U.S. perspectives and partnerships. The opportunity also states a desire to move beyond what it describes as outdated or inaccurate narratives that overemphasize Russia-Korea cooperation in rocket engineering, and instead highlight U.S.-aligned cooperation, capabilities, services, and policy leadership.
Because this is a cooperative agreement, the U.S. Embassy in Seoul will maintain substantial involvement throughout the project. The Embassy expects to provide input on program structure and content, including identifying or recommending U.S. speakers and interlocutors. It will also review and approve participant selection criteria, recruitment materials, and the final participant list, while ensuring the project stays aligned with broader Embassy priorities and thematic focus areas. Applicants can use optional proposal and budget templates referenced in the notice, but use of those templates is not required as long as the submission meets the opportunity requirements and is delivered via the specified email channel.Apply for PD SEOUL FY25 05
