Opportunity Information: Apply for DE FOA 0002043

The Department of Energy (DOE) Office of Science, through the Biological and Environmental Research (BER) program in the Climate and Environmental Sciences Division (CESD), released the Terrestrial Ecosystem Science (TES) funding opportunity (DE-FOA-0002043) to support research that improves how terrestrial ecosystems are understood and, importantly, how they are represented in Earth system models. The central aim is not just to collect new ecological information, but to translate that knowledge into better model parameterizations and capabilities so that Earth system models can make more reliable predictions under changing environmental conditions.

This opportunity focuses on projects that connect multiple approaches such as field and laboratory measurements, manipulative or observational experiments, modeling, and synthesis studies. DOE is explicitly interested in work that couples these methods rather than treating them as separate efforts. The program also encourages research spanning a wide range of scales, both physically and biologically: from the subsurface environment up through the full vegetated canopy, and from molecular or microbial processes all the way to landscape, regional, and global dynamics. In other words, proposals are expected to build bridges between mechanisms and large-scale outcomes, with a clear path to improving model structure, parameters, or evaluation.

Two specific scientific themes are highlighted. The first is the interactions and feedbacks between aboveground and belowground processes. This includes the linked behavior of plants, soils, roots, microbes, nutrient cycling, water movement, and carbon dynamics, especially where feedbacks can amplify or dampen ecosystem responses to climate or environmental change. The second theme is the role of disturbance at the terrestrial-aquatic interface, meaning the boundary zones where land and water systems meet (for example riparian corridors, floodplains, wetlands, and stream-adjacent soils). DOE is interested in how disturbances such as flooding, drought, fire, storms, erosion, land-use shifts, or other episodic events alter material and energy flows between terrestrial and aquatic systems, and how those changes should be represented to improve predictive modeling.

A defining requirement of the solicitation is that applicants frame their research explicitly around improving Earth system model predictability. That means proposals need to do more than describe ecosystem behavior; they should articulate how the work will reduce uncertainty, improve process representation, enable better benchmarking, or deliver transferable parameters and model formulations. Projects that clearly connect data and experiments to modeling needs and scalable representations of ecosystem processes are the best fit for the TES program intent.

Administratively, this is a discretionary, competitive grant opportunity in the science and technology research and development category (CFDA 81.049). Eligibility is listed as unrestricted, meaning a broad range of applicants may apply (subject to any additional eligibility language in the full announcement). The FOA anticipated around 10 awards, with an award ceiling of $1,000,000 per project. The opportunity was originally posted on December 27, 2018, with an original closing date of March 29, 2019.
